The catalog of technologies prohibited or restricted from export has not been revised. IT Home reported on 16 October that the Ministry of Commerce and the Ministry of Science and Technology plan to revise it and add some artificial intelligence, biomedical, and solar technologies. With approval, they are taking public comments and, at the same time, requiring registration before export. Comments are still open, and registration has already started alongside them.

The report says the comment exercise covers 40 technologies across the three fields. Twenty-three are in artificial intelligence, including large models, agents, compute clusters, and information processing. Technology that has already entered the public domain through open source or a published paper is outside the scope.

Five items are listed under biomedicine: cell and gene therapy, small nucleic-acid drugs, and pathogenic microorganisms. Licensing to others that does not transfer ownership qualifies for automatic licensing and similar conveniences. Twelve items are in solar manufacturing: polysilicon, wafers, and cells. The scope also includes the key and core equipment that carries those technologies.

Comments run from 16 October 2026 to 15 November, on the added scope, indicators, control policy, and conveniences. IT Home lists fax 010-65197565 and mail to the Ministry of Commerce security and control bureau, 2 East Chang’an Avenue, Beijing 100731. The email address on the page has a space after the @ sign.
