Fwiw I always thought Condition C/D were most likely, but my take was that it was because the Poincaré algebra has time commuting on translations as it is deformed and thus couldn’t construct smooth solutions Applying fully space/time coupled PDEs is wonky for that reason and NS is closer to Euler equations But that’s because I am an algebraist, has been a fun direction to explore!
