Regulation and liability are not mutually exclusive.
In aviation, we have both.
And *need* both.
Why would things be any different in AI?
We would not have safe commercial aviation without multilevel regulation, around design, maintence, operation and investigation, and we will not have safe AI without something analogous.
To think otherwise seem like fantasy.
