This new bill banning superintelligence could hobble the frontier AI industry (which aspires to build superintelligence even if it doesn’t actually know how to do so). And the leaders of that industry have only themselves to blame. There is a difference between superintelligence that is aligned (if such a thing is possible) and superintelligence that is not. It is at least conceivable that the former might be net positive. So far we have neither, but a superabundance of hype combined with a striking lacking of prudence on OpenAI’s part has gotten where we are, with intense mistrust all around. Although I don’t think this bill is formulated correctly – and risks throwing out some beneficial applications along with some bad ones – I can see why legislators have reached this point. By not playing straight, the big tech companies have soiled their own bed.
